Desktop Client: Cannot make last phase smaller than portrait page

The phases will always go to the edge of the page if you have a single Portrait style page set in Page Setup. If you choose a Landscape page orientation, you can shrink the last (right-most) phase to be smaller than the page, as long as you don't try to shrink it smaller than a portrait style page.
